Round Small is the broader of Tamiya’s two circular-tip sizes, giving 87104 a little more contact area than the Extra Small version while remaining intended for detailed model work. Its firmly wrapped cotton can move weathering material or assist with decal application. The tip is also specified to hold liquid well, supporting controlled wiping while preserving a defined working face.

Sprue cutters or a hobby knife — what do I actually need?

Cutters remove parts from the sprue cleanly; the knife trims the leftover nub and mould lines. You'll want both — they do different jobs.
